CircularPSP: Call for Tenders is open

The EU pre-commercial procurement project CircularPSP launched a €5.64 million tender (Contract Notice on TED) for Suppliers to design, develop and test an innovative ‘circular economy solution’ (CE-solution) that enables municipalities and their staff as well as businesses in the local economy to apply circular practice more quickly, frequently, widely and effectively. Individual users at City and Business are empowered through access to information, knowledge, circular wisdom, guidance and training to act more circular more often and increasingly impactful whilst transitioning to a CE mindset. The solution is to include AI, platform, process, change and upskilling. The tender is restricted to EU and HE-associated countries. 

Procurers are leading Circular Economy cities and organisations including capitals with global influence (Berlin, Helsinki, London, Istanbul). Suppliers will gain access to a wide Follower Network representing European networks, national ministries and agencies and further cities.

Submission

The complete offer must be submitted by 1 April, 2024 (19:00 Istanbul local time, UTC+3) to supplier@circularpsp.eu.

The Buyers Group

The submitted offers will be evaluated by The Buyers Group, consisting of 7 procurers: Istanbul Metropolitan Municipality (Turkey), Circular Berlin (Germany), Forum Virium Helsinki (Finland), Sandyford Business District (Ireland), Câmara Municipal de Guimarães (Portugal), Swedish Association of Local Authorities and Regions (Sweden) and Skupnost občin Slovenije (Slovenia) with professional advice from the additional site ReLondon (UK) and horizontal partners RISE, TAGES and empirica.

Pre-Commercial Procurement

The tender is a Pre-Commercial Procurement following a competitive procedure in three phases. For more details see the PCP process and/or section 1 of the Call for Tenders (TD1).
